With a WiFi or cellular connection, the watch is able to stream all the music you’d prefer with the Apple Music app but if you would like to access all the music that’s available on the Apple Music app then you’ll need to have a subscription.
You don’t necessarily need an Apple Music subscription to listen to the music you like.
You could, for example, sync albums or playlists that are already on your phone to the watch.

Listening to podcasts is only possible with an Apple Watch Series 3 or newer model.

I was able to find two models that should be able to play Spotify music offline, which are the Samsung Gear Fit 2 and the Samsung Gear Fit 2 Pro.
